(During the following two centuries), мы понимаем, что relative clause (придаточное предложение в составе сложного) должно начинаться со слова when, относящегося ко времени. During the following two centuries, when St. Petersburg was the capital of Russia the city quickly developed into the world's cultural centre.

Речь идёт про сооружениях в городе channels, bridges and statues, значит relative clause будет начинаться с which.
...the city has an unmistakable charm thanks to its channels, bridges and statues, which give St. Petersburg romantic flair

Petersburg.
The impressive statue depicts the founder of St. Petersburg as a quite determined absolute leader guiding his country towards the future.

3: The pedestal of the statue resembles a cliff and is made from one huge, solid piece of red granite.

1: Peter and his horse, which is rearing up on its hind legs sit atop the cliff, facing the west.

F Устойчивому выражению as long as не хватает второго as.
As long as the statue keeps its location in Senatskaya Square, the legend says, enemy forces will never overtake St. Petersburg.
